What Is Clutter?
Radar echoes that are not weather, like hills, buildings, wind turbines, birds, or bugs. In technical terms: Unwanted radar returns from non-meteorological targets, including ground clutter (stationary, near-zero velocity), sea clutter, wind farms and biological scatterers; mitigated by clutter filtering and identified by low correlation coefficient and texture.
