How high the Sun is in the sky. A higher sun heats the ground more because its light is more concentrated. In technical terms: The solar elevation angle above the horizon, or its complement the solar zenith angle; insolation on a horizontal surface scales with the sine of the elevation, and noon elevation equals 90 degrees minus the difference between latitude and solar declination.
