The National Weather Service's volunteer storm spotter program. Trained spotters report severe weather to help forecasters issue warnings. In technical terms: An NWS program of trained volunteer spotters, including many amateur radio operators, who provide real-time ground truth on hail, wind, tornadoes, and flooding; their reports feed local storm reports and warning decisions.
